Aptana Studio 3.1.2 is released:

Notable fixes:
* Revert UTF-8 as default file encoding
* Fix for PHP outline showing as blank
* Flickering editor with PHP errors
* Workspace/Polling refresh preference won't stick
* Sync/Folder cloaking
* Can't create projects in a location with pre-existing files
* Webserver paths no longer forced to start with '/'

* No need to save before getting content assist on user-defined functions.
* Additional Hover assist and Dynamic Help.
* Typing /** before a JavaScript function will now automatically add a documentation header.
* Open Declaration for JavaScript.
* We now validate the whole project (as opposed to just the current file).
* A Snippets view that provides easy access to the complete list of snippets shipped with Studio, as well as simple ways to filter, preview and edit the list.
* A Servers view for stopping, starting and restarting external servers used for preview.
* We've done substantial work on decreasing the amount of processes during startup and editing to improve the editor experience.
* Multiple improvements to the syntax colorization and formatting infrastructures.
* Studio 3.1 is now built on top of Eclipse 3.7.2.
